The Notice outlines six key areas comprising 17 policy measures.
The government will establish a comprehensive regulatory framework for vehicle modification by introducing policies that classify modification activities, define eligible modification projects, and improve vehicle inspection and registration procedures.
Authorities will also strengthen the automotive modification standards system by establishing a dedicated Automotive Modification Subcommittee under the National Automotive Standardization Technical Committee. A series of national standards and technical specifications for modified vehicles and components will be developed.
To improve industry quality, China plans to study the introduction of an approval system for modification parts, further improve the China Compulsory Certification (CCC) system for automotive components, strengthen quality, safety and environmental supervision, enhance professional training for modification technicians, encourage collaboration between motorsports organizations and modification companies, and optimize compulsory and commercial vehicle insurance services to support the compliant development of the automotive modification industry.
The Notice encourages local governments to improve road access policies for recreational vehicles (RVs) and simplify land approval procedures for RV campgrounds.
Authorities will promote the construction of high-standard RV campsites equipped with maintenance facilities, utility services, emergency medical support, accommodation, and catering. Cities are encouraged to designate dedicated parking spaces for self-propelled and towable RVs where conditions permit.
Meanwhile, regions with suitable industrial foundations are encouraged to develop RV manufacturing clusters. Enterprises will be supported in developing greener, smarter, lighter, and more age-friendly RV products with stronger international competitiveness.
China will establish detailed implementation rules based on the national standard General Requirements for Classic Vehicles (GB/T 45194-2024) to officially recognize eligible classic vehicles.
Pilot cities will be encouraged to explore classic vehicle trading, exhibitions, road-use programs under specific conditions, and related regulatory mechanisms. Based on local pilot experience, China will gradually establish a nationwide management system covering the entire lifecycle of classic vehicles.
The government also supports integrating classic vehicles into cultural tourism resources, organizing classic car competitions, exhibitions, collector events and festivals, while promoting industries such as parts reproduction, vehicle restoration, appraisal, and auctions.
China will continue improving maintenance regulations and technical standards, particularly for new energy vehicles (NEVs), while strengthening repair information disclosure and enhancing industry standardization.
Automakers will be required to expand repair networks and spare parts supply channels and may not deny warranty obligations simply because consumers choose independent repair service providers for routine maintenance.
The policy also encourages NEV manufacturers and battery producers to authorize repair technologies to qualified service providers, promotes "repair instead of replacement" practices, and enhances the social repair service network for electric vehicles.
In the insurance sector, authorities will further improve vehicle insurance services by implementing a comprehensive vehicle classification system, optimizing insurance product offerings, and exploring innovative models such as battery-separated insurance for electric vehicles.
China plans to establish a multi-level motorsports system covering internationally recognized events, professional competitions, and public participation activities.
Leveraging the country's advantages in new energy vehicle development, authorities will cultivate internationally competitive domestic NEV racing brands while strengthening intellectual property protection.
Pilot cities will be encouraged to introduce internationally renowned motorsports events, improve customs procedures for racing vehicles and equipment, and enhance localized event operations. Several national-level motorsports consumption venues will also be developed.
The Notice further encourages grassroots motorsports activities, including rally racing, off-road events, circuit racing, karting, and touring rallies, while integrating motorsports with tourism, culture, sports, and local industries to create new consumer experiences.
Talent development will also be strengthened through university and vocational education programs, along with the establishment of a national registration and evaluation platform for motorsports professionals.
The government will support the integrated development of the vehicle rental industry by encouraging rental companies to cooperate more closely with manufacturers through centralized procurement, vehicle buyback programs, used-car sales, and used-car exports.
Qualified vehicle rental and battery operation companies may receive policy support such as interest subsidies on eligible loans.
Rental enterprises are encouraged to develop branded, chain-operated, and large-scale business models while expanding services such as one-way rentals, lease-to-own programs, and innovative insurance products to improve consumer convenience and reduce vehicle usage costs.
The Ministry of Commerce, together with relevant government departments, will coordinate the implementation of these measures and work closely with pilot programs for automotive circulation and consumption reform.
Local governments are required to establish effective implementation mechanisms, provide necessary policy support and resource guarantees, promote innovative automotive consumption scenarios, and develop replicable best practices that will contribute to the long-term growth of China's automotive aftermarket.
